Sky News contributor Michael Ware says while the “technocrat Taliban” are aware Afghanistan has changed over the past 20 years the fighters from the villages "can't just take their beliefs off like a coat”.
“Some of the Afghans I know, who are negotiating with the Taliban today, are telling me look, the Taliban are still the Taliban, but it’s Afghanistan that’s changed over the 20 years since they last ruled,” he told Sky News Australia.
“The Taliban strategists, the Taliban policy makers - if we can call them that - they’re aware of this.
“Or as one of the Afghans negotiating with them described it - the technocrat Taliban are aware of these changes but it’s these people from the villages with all their old beliefs, they can’t just take their beliefs off like a coat.
“So, there is real tension within the Taliban itself about what kind of Taliban regime the Taliban want and it’s going to be vital to see how that tension within the Taliban plays out.”
